These permissions can be broken up into two types:
Positive Permissions - This allows the user to perform additional actions
Negative Permissions - Restrict what the user is allowed to do
Note:
All Ads Creative Library permissions that a user has can only be used to take actions on ad accounts she/he has access to with either the All Permissions or Publish Ads access within the Account Settings page
Global Admins automatically have All Permissions access to all accounts
You must also have the Digital Asset Manager: View and Media Uploader: All Permissions in order to use the Ads Creative Library.

Positive | Initiate Workflow Process | Allows users to initiate the creative workflow process. |
Negative | Dark Post Publish Only | Allows users to publish the creatives as a dark post only. |
Negative | Approval Mandatory | Allows users to make the selection of an approval option mandatory for all creatives. |
