Support for Payer and Beneficiary Information for EU-Regulated Countries in Meta Ads

As of 5 June 2023, adding "Beneficiary" and "Payer" details to the ad sets targeting EU-regulated countries according to the Meta Help Article. If your Facebook or Instagram ads target the EU or its associated territories listed below, or if you select worldwide as the location, you have the option to enter the person or organisation who is benefiting from the ad ("beneficiary"). You also have the option to enter the person or organisation paying for the ad ("payer") if that person or organisation is different from the beneficiary.

This information will be available in the Meta Ad Library but will not be displayed on the ad itself or in feed. It will remain in the Meta Ad Library for one year after it has served its last impression. While you are required to add this info to all ads targeting the European Union or associated territories, adding this information will not have any impact on how the ads are delivering, cost or bidding, feature accessibility or the ad review process.

Who should be added as the Beneficiary and Payer?

The EU Digital Services Act (DSA) requires Meta to provide information on "the natural or legal person on whose behalf the advertisement is presented" (the beneficiary of the ad) and, where different, "the natural or legal person who paid for the ad" (the payer of the ad).

How to enter Beneficiary and Payer details in Sprinklr?

The fields are free-form text. If you type in it, a "Create Option" will appear for the previously used options. For options previously used, a dropdown would also get populated. The Beneficiary and Payer fields for the ad sets created natively which are auto-imported in Sprinklr will also appear as a dropdown in Sprinklr.

Ads Composer and Ads Manager

In both the Ads Composer and Ads Manager, there are two new fields introduced, 'Payer' and 'Beneficiary,' displayed at the Ad Set level. This empowers advertisers to input this critical information seamlessly when setting up their ad campaigns.

In the Ads Composer, if any EU-regulated or its associated territory is chosen at the Target Audience, the Budget & Schedule tab will show a Beneficiary and Payer section where the details can be added.

The Beneficiary and Payer section at the Ads Manager appears at the Ad Set level. If you click on the View & Edit icon at the Ads Manager, the ad entities will open in the third pane. At the Ad Set level, the Beneficiary & Payer details will appear as follows. If the targeting audience does not contain any of the EU-regulated countries, the section will be greyed out.

These fields are also made available at the Budget level within these workflows. This consistency ensures that Payer and Beneficiary information is collected across various ad creation methods.

Bulk Import

For those managing large volumes of ads, a significant enhancement is introduced with the addition of two new columns dedicated to 'Payer' and 'Beneficiary.' This streamlines the process of incorporating this information at scale.

Auto Boost Workflows

The Beneficiary and Payer fields can also be set up via the Rule Engine and the Auto Boost workflows. The fields will not appear when the Create for Ad condition includes Ad created under an Existing PI and AS.

1CAB Scenarios

The visibility of these fields in 1CAB scenarios may vary based on the admin's configurations. Depending on these settings, these fields may or may not be present at the Budget level.

  • Scenario 1: When the admin is configuring the Ad Buy settings and preselecting the targeting and budget . 
     
    If the admin user is preselecting the targeting (and using EU-regulated country), and preselecting the Budgeting details, the Beneficiary and Payer fields should come at the Budget level for the Admin screen as follows: 
     
     

 

In this case, when the user is using the Configured Ad Buy to create an ad, they won’t get this option to choose beneficiary and payer. 

  • Scenario 2: When the admin is configuring the Ad Buy settings and preselecting the targeting (and using EU-regulated country) and not preselecting the budget. 
     
    The user who is creating an ad using ad buy will get the following option: 

 

 

 

  • Scenario 3A: When the admin is configuring the Ad Buy settings but has not configured the targeting, but has pre-defined budget, then the user who is creating the ad using ad buy will get the information in the following screen if they are choosing to target an EU-regulated country. 
     
     

  • Scenario 3B: When the admin is configuring the Ad Buy settings but has not configured the targeting, and has not defined the budget, then the user who is creating the ad using ad buy will get the information in the following screen if they are choosing to target an EU-regulated country.
