Admins will now be able to control who can use Universal Search and restrict access based on User profile. This helps to regulate the access to universal search for relevant users. 

Also, the permissions can be provided separately for Search on Messages, Search on Profiles, Search on Cases or Search on Posts (Outbound Messages).
